The Franklin County Jail opened on March 17, 2008, and can house up to 220 adult inmates who are being held and awaiting trial, being held until relocation to a state prison, or are currently serving a sentence. Franklin County Jail has on-site medical services available for inmates through Southern Health Partners. Theresa Qualls is the current jail administrator. Jail Visitation Hours / Franklin County Inmate Roster
Visitation hours are Monday through Friday from 8:00 am until 4:40 pm, and this is located in the video visitation room located in the lobby of the jail. Inmates are allowed 2 free 30 minute visits for a total of 1 hour visitation each week. After an inmate has used his or her free visits, visitors must pay a fee of $7.50 per visit. Payment is to be deposited in the Telmate kiosk in the lobby of the jail. However, before scheduling a visit, please confirm the inmate’s presence at the jail by searching the Franklin County inmate roster here.
Jail Visitation Rules
Inmates must be fully booked before being allowed a visitation privilege. If an inmate or the inmate’s pod is on lock down for any reason, visitation will then be suspended or terminated and the visitors access will be denied.
Inmate Mail
Before sending mail to an inmate, first confirm the inmate’s presence at the jail by searching the Franklin County inmate roster here. Mail should include the sender’s full name and address. Mail that does not include this will result in mail not being delivered to the inmate. If the facility determines that mail is a threat to security, order, or the health and wellbeing of the inmate or other inmates, it will be denied. Inmate mail should be addressed as:

Jail Additional Information
- In regard to items being sent, inmates are only allowed to receive paperback books directly from the publisher or supplier.
- Perfumes, powders, and colognes are not allowed to be sent to inmates.
- Gum, food, photos and drawings are also not allowed to be sent to inmates.
Sheriff’s Office / Franklin County Inmate Roster
The Franklin County Sheriff’s office is supported by a team that includes a Civil Division Clerk, Chief Clerk, Criminal Division Clerk, and an Office Clerk. The Chief Clerk’s duties include managing the financial accounts, providing administrative assistance to the Sheriff, and representing the Sheriff’s office on the Franklin County Domestic Violence Coalition Board. The duties of the Criminal Division Clerk includes entering arrest warrants, registering convicted felons and sex offenders.
Duties of the Civil Division Clerk includes assisting with victim services, investigation follow up calls, and calling victims to obtain properties and check on case statues. The Office Clerk is responsible for issuing pistol permits, answering incoming office phone calls, updating the Franklin County Sheriff’s Office website and helping the general public. Sheriff
The current sheriff is Sheriff Shannon Oliver. He is a graduate of Russellville High School and a graduate of the NE Alabama Police Academy. Currently, he is serving his third term as sheriff of the county. Sheriff Oliver collectively has over 28 years of law enforcement experience.
